Salem Hostage Situation – Three Dead, Including Suspect

Salem, Oregon – Marion County Deputies responded to a hostage situation at around 12:30 p.m on Monday. As soon as they arrived, a hostage negotiator made a phone call to the suspect, identified as Jose Jesus Lopez-Tinoco, 34. But as the incident unfolded, it ended with three fatalities, including the suspect from a self-inflicted gunshot.

One deputy involved was placed on administrative leave pending investigation by the Oregon State Police.

Hostage situation: Shots fired, Police forced entry

KOIN reported,

“According to authorities, the situation began to unfold around 12:30 p.m. on Juneva Place SE near Mahrt Avenue SE. When deputies arrived, a trained negotiator with the county’s Hostage Negotiation Team called the suspect.

Ultimately, shots rang out and “multiple fatalities” were recorded — including the suspect. No deputies were injured, officials said.

It is not yet clear how the situation escalated to gunfire, nor who fired the first shot.

The Oregon State Police was called in to investigate the incident. Any deputies involved in the shooting will be placed on administrative leave, which is standard protocol in these situations.

Deputies say they have no reason to believe there is a threat to the community.

The Oregon State Police released the following information:

Deputies responding were able to establish communications with the suspect, identified as Jose Jesus Lopez-Tinoco (34) of Woodburn, in an attempt to resolve the situation peacefully.

Upon hearing gunshots inside deputies forced entry into the residence in an effort to effect a rescue.  During the rescue one deputy fired a yet to be determined number of rounds.

Inside the residence deputies located Laura Rocio-Bustos (43) with a gunshot wound.  She was transported to the hospital with serious injuries.

Deputies also located Diari Bustos-Bustos (24) deceased from a gunshot wound and an 11-year-old male deceased from a gunshot wound.  His name will not be released.

A 13-year-old male was rescued from inside the residence and uninjured.  His name will not be released.

Lopez-Tinoco was located deceased with what appears to be a self-inflicted gunshot wound.

Deputy Ricky Kittelson, a 2-year-deputy with MCSO, has been placed on administrative leave as per protocol.
