Horrific situation

According to KSAT,

Porucha Phillips, 34, was arrested. Bexar County Sheriff’s officials believe she was responsible for the care of the two children found tied up outside.

As of Friday afternoon, she is facing charges of injury to a child by omission with serious bodily harm and injury to a child by omission with bodily injury.

The call came in to the Bexar County Sheriff’s office just before midnight Thursday night. Someone heard a child crying for a long time. Deputies knocked on the front door, but received no response. They went around back and used a ladder to see over the fence…

“To call this horrific is an understatement. It’s disgusting. It’s sad. It’s unbelievable. And we want the public to know that we will use every ounce of our energy to make sure the people who did this are held accountable and that these children are never hurt like this again.” James Keith, BCSO spokesman

They found a 2 year old boy tied to the ground with a metal chain around his ankle. They found a 3 year old girl tied with a dog leash to a door. The little girl was treated for a broken arm. Both children had “obvious signs of abuse.”

They weren’t alone

Inside the residence, deputies found 6 more unattended children, apparently not related to the two restrained ones from the outside. All were between the ages of 10 months and 13 years old.The parents of the 6 children arrived early Friday morning and were taken in for questioning.

Police are looking for the parents of the toddlers who were restrained. They expect more charges to be filed in this case.

“We are grateful that this person was brave enough to call us and that our deputies were able to respond when they did. I don’t even want to think about how this could have happened, how this could have played out, had our deputies not gotten there when they did.” Spokesman James Keith
